If you want to set an additional shipping rates based on shipping policy you can set shipping rates from below steps.
• Login to your Magento Admin Panel.
• Click on System menu and click on the Configuration option.
• Once you click on configuration option you will see Shipping Method under the Sales section from the left menu.
• Then expand the Table Rates section, enable the table rates by selecting Yes from the dropdown menu for the Enabled field. It will turn off flat rate shipping and allow you to specify different rates based on chosen criteria.
• Fill all the required fields and click on the Save Config button. It will save your settings.
If you want to modify the fields of table rates section, go to Current Configuration Scope menu in the top left corner and select the Main Website option from dropdown menu.
• You can create the shipping rates in a excel sheet and then import data to your website. Click on the Export CSV button to download the file. Upload the file into your store by clicking on the Choose File button into import option.
• After uploading the file, click on the Save Config button on the top right corner for save the table rates.
After completing all the process, save the file and import it into your store by using the Import button.
